Patrick McGuinness is President of the Fisheries Council of Canada (FCC). The FCC is the national fishing industry association representing companies engaged in the growing, harvesting, processing and marketing of fish and seafood.  These members process the majority of Canada’s fish and seafood production as well as a substantial portion of fish and seafood imports.  Member companies also harvest a significant portion of the fisheries resources of Canada.  The main areas of focus of the Council are market access/trade policy; inspection/technical issues; environment/ocean use issues; International fisheries; fisheries management/science; and communications.

Patrick is also the current elected Chair of the International Coalition of Fisheries Associations (ICFA).   ICFA is a coalition representing 18 national fisheries associations. ICFA strives to develop consensus policy positions affecting the sustainability of the fishery resources and the economic and social viability and growth of the industry and the communities dependent on capture fisheries.

Prior to joining the Fisheries Council of Canada, Patrick had an extensive career with the Canadian Federal Government.  He worked with the Department of Fisheries & Oceans; the Department of Industry, Trade & Commerce; and the Canadian International Development Agency.

Patrick has a BA (Economics), University of Toronto and a MA (Economics), the City University of New York.
